Mayor Kathleen Grouhel, Ladysmith’s first lady mayor, started the town’s revitalization in the mid-1970s with downtown improvements including concrete sidewalks, curbs and tree planting. She also spearheaded the creation of Transfer Beach Park through the purchase and restoration of the abandoned industrial coal shipping area at the harbourfront.
