Also in the late 1980's a Municipal Waste Management Plan was developed to tackle problems with septic tanks and tile fields which were blamed for the limits placed on the development of certain areas of town. Also, high phosphorous levels had been found in Okanagan Lake from septic systems on its shores. The decision was finally made to construct a sewer system and a site was chosen for a treatment plant and the digging began in mid-1997.
