The Northern Ontario Playground Hockey Association administered the rules for the elementary level of hockey, while the Northern Ontario Hockey Association at the time was more involved with the high school, Juvenile and Senior levels of the sport.

The Northern Ontario Playground Hockey Association was an organization that regulated hockey for the youngest players, namely the Peewee and Bantam levels.

High school hockey was also developed in the Kirkland area around 1920's, with an emphasis on producing local talent. Kirkland High School had both a boys and girls hockey team during the late 1920's and 30's.
