The first administrator of the new hospital was Walter Brown. The first Director of Nurses was Lillian Moakler, a graduate of the General Hospital's School of Nursing and resident of Bell Island. Before she came to work at the new hospital on Bell Island Mrs. Moakler, who had extensive experience in general nursing, worked on the M.V. Lady Anderson. This hospital ship served many isolated communities throughout the province.

The facility was equipped with 40 beds, including long term care beds, acute care beds, and palliative care beds. It featured emergency services and an outpatient clinic, two very important services for residents. In 1968, Dr. Robert Kavanagh started a dentistry clinic in the hospital and Mrs. Evelyn LeDrew, a public health nurse, set up her office in the hospital. The facility was also equipped with a fully functioning operating theatre and an obstetrics unit.
