In 1830, George Simpson, governor of the Hudson Bay Company arrived with his young bride Frances. So impressed by her visit, the men at the post renamed lac la Pluie or Rainy Lake Post, Fort Frances in her honour.

With most of eastern Ontario and Canada settled, the government sought to open up the west. This necessitated the negotiation of a Treaty with the First Nation people. Treaty Three ceded the lands between Lake Superior and Lake of the Woods to the Dominion.

Treaty Three was signed on October 3rd, 1873 and ceded land from Lake Superior to Lake of the Woods.

Couchiching First Nation was established on the shores of Rainy Lake, and a reserve for the Indian agent was established at what is now Pither's Point Park.
