Hagen as Catholic reformer

Early in the 1920s Hagen, with the help of five women from the parishes of Halifax and with the blessing of Archbishop MacCarthy, organized the Catholic Women's League in the city. She was the first president. As a volunteer, Hagen provided help and support to Catholic immigrants arriving in Halifax and encouraged the establishment of the Sisters of Service in the city. She was on the first executive of the National Catholic Women's League of Canada.
