The community of Fort Frances was quickly growing as a district centre. Large hotels and business located along the river to serve the settler population.

In 1903, 75 men petitioned to incorporate the Village of Fort Frances on behalf of the 600 to 700 citizens.

Council undertook to build a seat of government in 1905 and the construction of the town hall included an opera house, library room and fire hall.

Ironically the entire Front Street business district burned down in 1905. A brand new fire engine sat at the railway station while council and the manufacturer debated the delivery.

The coming of the railway in 1901 opened up the community to the west. In 1912 a link to Ranier, Minnesota was completed with the opening of the bridge.

Construction of the power dam over the Alberton Falls (also known as Koochiching, Couchiching and Chaudiere) was completed by 1910, opening the area for industrialization.
