While New Liskeard grew and prospered, so did the agricultural townships in Temiskaming and by 1915, many of the lots had been sold to homesteader's and a few to lumbermen.

As per the Crown lands agreement, it was essential to build a habitable residence as soon as possible, once land was acquired.

Until roads could be built by which settlers could access their farmland, homesteaders tended to purchase land close to water, reachable by the smaller boats which went up the Blanche and Wabi Rivers. This had the added advantage of a shorter distance which the settler had to skid any logs he might have cleared from his land, bound for the local sawmills. There were still many acres of farmland that were further "inland" and it was necessary for roads to be built so that more potential settlers could reach that land.
