To address this deficiency, the CPR, owners of the smelter, formed the Consolidated Mining and Smelting Company of Canada (CM&S) in 1906. This company was an amalgamation of the smelter, several local mines and a power company and assured the smelter a steady supply of ore, the power necessary to sustain operations and indeed the constant need for labourers.
